Safety requirements for services

Consumer products and services provided to consumers are covered by Safety Technology Authority Tukes. The Act also covers activities provided by municipalities and the church: e.g. summer camps and clubs for children.
  • The Act does not cover the activities conducted by e.g. voluntary sports clubs and boy/girl scouting that are for members only.

Service providers´ responsibilities

A company or organisation that provides consumer services:

  • Shall provide the service safely considering the weather conditions, customers’ age and abilities etc.
  • The activity shall not endanger people in its proximity.
  • If the service cannot be provided safely, the provider shall abort the activity.
  • The service provider has to supply appropriate information on the safety of the service.
  • Co-operate with authorities, if required to do so.
  • Inform the authorities by its own initiative if an incident occurs, e.g. a fatality or a near miss.

Self regulation

Service providers are responsible for the safety of services provided. Tukes can help the business federations to prepare guidance on good practice.

In assessing whether a service conforms to safety requirements the authorities may give regard to

  • guidelines and recommendations issued by authorities
  • codes of good practice in the sector concerned
  • the state of the art and technology. (Product Safety Act 7 §)
