Much preparatory work is required prior to launching operations as electrical contractor. Especially in cases where operations shall be carried out as a business enterprise, preparations include at least the following: formulating the business idea and line of business, arranging financing, deciding on company form and tentative company size, considering principal customer base, suppliers and partners, etc.  In addition, the essential prerequisites for launching operations shall be secured at this stage, such as tools and measuring devices (which must be available), adequate premises and the technical and administrative regulations and instructions relating to electrical safety.

This stage comprises the steps formally required to launch operations as electrical contractor and to start a business enterprise. The measures to be taken at this stage coincide in time with business planning and include registration of the business with the trade authorities and tax authorities, among other matters. Under the Electrical Safety Act, notification shall be submitted to Tukes prior to launching operations.
