The safety of the operations of establishments must be maintained at the appropriate level and developed in a goal-oriented manner, taking the risks related to the operations into consideration. Equipment must be kept operational and the knowledge and competence of employees must be maintained at sufficient levels. Operations must be subjected to continuous and goal-oriented development. Modifications at establishments must be carried out without compromising safety.
Tukes must be notified of any substantial expansion or material modifications at establishments supervised by Tukes. Modifications and expansions comparable to a new establishment are subject to a licence and inspection prior to deployment. Tukes must also be notified if the operator changes.
Establishments engaged in large-scale industrial handling and storage of chemicals and explosives must have a person familiar with the legislation and regulations regarding chemicals (chemicals supervisor). An establishment may also have several chemicals supervisors. This is usually necessary for most large industrial facilities.
The chemicals supervisor must be familiar with the establishment's operations and the handling of chemicals as well as legislation that applies to the establishment. Before chemicals supervisors can be appointed, they must pass the qualification examination organised by Tukes. The examination is the only formal qualification required from chemicals supervisors.
Establishments manufacturing explosives must have a director responsible for manufacture who has passed Tukes's qualification examination. Only those with a shotfirer's certificate may be appointed as persons responsible for explosives storage facilities.
Tukes only needs to be notified of the appointment of LNG supervisors and responsible directors of explosives production facilities. No notification is necessary for other supervisors, but the issue is inspected in conjunction with periodic inspections.
