Design and manufacture

The requirements applicable to the design of house boilers are determined in the pressure equipment statutes and related standards. In addition, separate requirements apply to house boilers depending on choice of fuel (solid, oil or gas). Oil and gas boilers shall meet efficiency requirements, among others. House boilers are usually mass-produced devices from which suitable heating systems are assembled for each specific user. The end result of the design stage is the technical documentation for pressure equipment according to which the house boiler is manufactured. Oil tanks shall bear a type plate indicating name of manufacturer, tank identification data inclusive of structural data and inspection stamp of inspection body.

Depending on the conformity assessment procedure (modules) prescribed in the statutes on pressure equipment, the technical documentation according to which the pressure equipment is manufactured is inspected either by the manufacturer or an inspection body (notified body). The equipment may also be subject to “sound engineering practice”, in which case it is designed and inspected by the manufacturer without involvement of an inspection body.

Manufacture is carried out in keeping with the reviewed and approved plans. Manufacture comprises the manufacture in machine shops of pressure equipment and parts and the installation carried out on the site of operation. The end result of manufacture is a CE-marked house boiler (except in cases of sound engineering practice) or an assembly that is placed on the market or handed over to the ordering party. Instructions and declaration of conformity or mention of conformity with sound engineering practice shall accompany house boilers.

Responsible manufacturers are responsible for the conformity of pressure equipment or assemblies. Responsible manufacturers are individuals or organisations responsible for the design, manufacture, testing, inspection and if necessary installation of pressure equipment or assemblies. Manufacturers may subcontract one or more of the aforementioned tasks but retain responsibility for any subcontracted work.

Tukes attends to market supervision relating to design and manufacture and also supervises the compliance with statutes of all oil tanks and hot-water boilers.
