Design requirements are determined in the statutes and related standards concerning pressure equipment. Pressure equipment for consumer use is usually mass-produced. Design results in the technical documentation according to which pressure equipment for consumer use is manufactured.
Depending on the conformity assessment procedure (modules) prescribed in the statutes on pressure equipment, the technical documentation according to which the pressure equipment is manufactured is inspected either by the manufacturer or an inspection body (notified body). The equipment may also be subject to “sound engineering practice”.
Manufacture is carried out according to the reviewed and approved plans and the end result is pressure equipment for consumer use bearing a CE marking. Equipment subject to sound engineering practice may not be CE-marked. Instructions for use and declaration of conformity as necessary shall accompany pressure equipment for consumer use. Sufficient markings in Finnish and Swedish indicate the safety of the product and warn against improper use.
Pressure equipment for consumer use is transferred to consumers through retail.
Responsible manufacturers are responsible for the conformity of pressure equipment or assemblies. Responsible manufacturers are individuals or organisations responsible for the design, manufacture, testing and inspection of pressure equipment or assemblies. Manufacturers may subcontract one or more of the aforementioned tasks but retain responsibility for any subcontracted work.
Inspection bodies are organisations whose qualifications have been verified and which perform inspections and conformity assessments relating to the design, manufacture and use of pressure equipment. Notified bodies and qualification bodies carry out inspections relating to design, manufacture and assessment ofassembly.
Importers and sellers act as the importer of pressure equipment for consumer use in Finland. In carrying out market supervision, Tukes may turn to importers or sellers as necessary if neglect of the statutes on pressure equipment with regard to the obligations falling on manufacturer pursuant to the Pressure Equipment Act is observed.
