Which chemicals must be reported?

A chemical notification must be submitted about chemicals that are classified as dangerous to health or the environment or as causing a fire or explosion hazard. A notification must also be submitted about unclassified chemicals if they contain one or more substance that poses a risk to health or the environment or a substance which has a European Community workplace exposure limit.

A notification must be submitted about chemicals intended for professional use as well as those for use by the general public. An exception to the notification duty are chemicals used on an experimental basis in scientific research or product development and those supplied in such small quantities that they do not pose a risk.

Notifications need not be submitted about chemicals that do not pose a risk, neither about any articles nor cosmetics.
