What does the Biocidal Products Regulation concern?

The Biocidal Products Regulation (BPR, Regulation (EU) No 528/2012) concerns the making available on the market and use of biocidal products. Making available on the market means any supply for distribution or use in the course of a commercial activity, whether in return for payment or free of charge.


BPR lays down the provisions for carrying on the review programme of existing active substances. The risk assessment of active substances will continue until a decision is made with regard to possible inclusion of the substance to the Commission list of biocidal active substances.


During the transitional period of BPR the national authorisation schemes for certain biocidal products continue in Finland until a product authorisation according to BPR has to be applied. The biocidal products which may be placed the market according to BPD may continue to be placed on the market after 1 of September 2013.
