Gas and oil heating equipment installation and oil tank inspection agencies

Installation and servicing of natural gas, liquid gas and oil heating equipment as well as inspection of underground oil tanks can only be carried out by authorised agencies. Tukes monitors the operations of these authorised agencies.


An authorised agency must have a competent responsible person. Qualification examinations for responsible persons are organised by Lämmitysenergia Yhdistys ry which grants a qualification certificate based on the required examination, education and work experience. More information at


Operators must be authorised by Tukes before starting operations. The application should be sent to Tukes. When the conditions are met, Tukes grants the authorisation and registers the operator in the list of authorised agencies. Qualification categories and areas of authorised agencies.


The authorised agency must provide a certificate signed by the responsible person regarding the maintenance and inspection task it has carried out. The certificate must indicate that the work has been carried out according to requirements and what it concerns.


The tasks which can be carried out by an operator other than an authorised agency are

1) gas and oil heating equipment maintenance work which are the responsibility of the user according to operating and maintenance instructions

2) minor liquid gas installations where liquid gas is fed to equipment via a tube

3) minor natural gas installations where the device is connected to fixed pipework with a tube.


The regulation concerning authorised agencies changed on 1 January 2013. Operators registered by Tukes before 31 December 2102 must make a follow-up report of their operation to Tukes by 31 December 2013.
